Rolf Schuett
President

My name is Rolf Schuett. I am a Bolivian-born town planner and architect, graduated in Germany, currently 49 years old.
After finishing high school in Hamburg, I studied architecture with a focus on urban planning in Konstanz. My interest in charity work started in my early university years, when I joined an NGO for the dissemination of Bolivian culture in Hamburg, but also as member of diverse sport clubs (Athletics, Tennis, Theatre, Dancing). My social-political interests brought me to participate in several political training activities with the Friedrich-Ebert-Stiftung, and I was awarded a full scholarship to undertake my Master Studies on UNESCO World Heritage at the Brandenburg University of Technology Cottbus–Senftenberg (World Heritage Studies).

I started my working career in Scotland on exciting regeneration and infrastructure projects (historic canals, Glasgow Airport, Sir Chris Hoy Arena & Velodrome), where I developed new digital tools for documentation, analysis and decision making. My multi-cultural background has since then helped me a lot to successfully collaborate internationally. I have worked in Bolivia, Poland, Germany, the UK, with short assignments in Europe, the Middle East and Asia, also in connection with my involvements with ISOCARP and the International Association of World Heritage Professionals (IAWHP e.V.), which I have co-directed for several years.

Currently I work as Architect in the Stuttgart region, and I am also external expert for the Eurocities Living Spaces programme and for the Kernen community, the largest in my province Rems-Murr-Kreis in Germany.

I consider myself an active person, who loves to work with diverse teams and disciplines, keeping an overview on complex processes with good structure, dialogue, integration of ideas and no fear for innovation.
I fully commit to the statutes of IUPF, to involving members’ voices in our executive decisions, and to full respect to our ethical codes.

Darinka Golubovic
Treasurer

My name is Darinka Golubovic. I am an urban and regional planner with more than 20 years of experience in spatial planning, sustainable land-use management, environmental assessment, and infrastructure development. I lead multidisciplinary projects, advise on policy, and undertake international consultancy—always with a focus on resilient, inclusive, and environmentally responsible communities.

I currently serve as a Full Professor at the Faculty of Construction Management, University Union “Nikola Tesla” (Belgrade), where I teach, mentor, and research sustainable urban development, environmental systems, and planning practice. I also contribute to global professional discourse through the International Society of City and Regional Planners (ISOCARP), having served as Board Member, Treasurer, and Jury Member for the ISOCARP Award for Excellence (2022–2025). My project work spans European research initiatives and consultancy on green infrastructure, air-quality improvement, and spatial planning.

Across international and national projects, I work on urban development, infrastructure planning, transportation systems, and environmental project management—integrating strategic planning with environmental engineering to move policies and plans into implementation. This includes collaboration with public authorities, universities, private practices, and civil-society partners.

Academic background: PhD on a model of sustainable urban land-use management based on the RAUM+ approach (University Union “Nikola Tesla”); Master’s on future high-density settlements in the Murgtal (University of Karlsruhe, now Karlsruhe Institute of Technology); and a Bachelor’s in Civil Engineering from the University of Belgrade.

Professional memberships & licenses: Member of ISOCARP (since 2003); Member of the Serbian Chamber of Engineers (licenses 310 & 410; IngKomora); Association of Belgrade Architects; and the Union of Architects of Serbia.

Selected conferences & workshops: World Urban Forum (WUF12), Cairo, 2024; Urban Thinkers Campus (moderator on substandard Roma settlements, 2024); COP28, Dubai, 2023 on urban water resilience and nature-based solutions; Green Design Biennale (2022).

I am a collaborative, action-oriented professional who values diverse teams, clear structure, and innovation. I fully commit to the statutes and ethical codes of IUPF and to involving members’ voices in executive decisions—so that our shared expertise translates into measurable improvements for cities and territories.

Alex Camprubí
Secretary General

My name is Alex Camprubi. I am an architect, landscape architect, and urban designer with over 25 years of professional experience across architecture, urban planning, and sustainable development. I am a First-Class Architect in Mexico, registered with the FCARM and the Colegio de Arquitectos del Estado de Querétaro (CAEQ). I served as Vice-President of ILIA in China from 2009 to 2018. My work spans large-scale master planning, urban regeneration, waterfront development, and eco-infrastructure in China and Latin America.

I have led multidisciplinary teams on complex, high-profile projects including landscape for the award-winning Infinitus Plaza in Guangzhou with Zaha Hadid Architects, the Dalian IT Tiandi Low-Carbon Park, and sustainable waterfront parks in Chicago, Kunming, and Tianjin. I have contributed as a senior advisor to Fundación Metrópoli (Madrid) and have collaborated with renowned studios such as Turenscape, advancing innovation in landscape-led urbanism.

A passionate advocate for sustainability, I integrate ecological frameworks, social inclusion, and cultural identity into urban strategies. My academic contributions include seven years as a professor at institutions such as Tecnológico de Monterrey (ITESM), Peking University, and Tsinghua University, mentoring the next generation of designers and urban thinkers.

As a connector of international expertise, I have built lasting partnerships among public institutions, private-sector stakeholders, and civil society. My leadership style blends strategic vision, meticulous project delivery, and a deep commitment to collaborative governance.

As Secretary General of IUPF, I bring 100% commitment, strategic leadership, and a proactive, goal-oriented approach to strengthen our Forum as a global hub for urban professionals. Connection is key for personal and professional growth; therefore, I champion knowledge exchange, innovation, and actionable solutions for sustainable, inclusive, and resilient cities.
